Qxd 19/8/08 14:10 Page 25 Chapter 3 Civil and civic involvement and ‘active citizens’ As outlined in the introduction, the UK government’s emphasis on recognizing and encouraging community involvement, at a group and individual level, has important implications for Youth and Community Workers. As an informal educator, the people with whom we work and the actions undertaken can never be seen in isolation. Some activities will be predominantly for the benefit of the community member and their community, whilst others may be primarily to support government initiated polices and structures, or the determination and delivery of services.

Therefore, the role for workers is to enable their own, as well as the citizens’ agency and voice. Similarly the role of the community and voluntary sector which primarily supports individual volunteers has seen its role in independent civil society challenged particularly by the development of the state. This has placed such organizations in a contradictory position, at times welcoming the recognition and funding for the work, at others bemoaning the restrictions placed by target driven, funding led bureaucracy.

Popple (2000) states that civil society consists of ‘organizations such as political parties, trade unions, churches and cultural, charitable and community groups . . 45). Civil society is traditionally where community and voluntary organizations, or what are collectively termed as the ‘third sector’, have been located. The three sectors being: ● ● ● the business private sector, which is ‘privately’ owned and profit motivated; the public sector, owned by the state, discussed here as the statutory sector involved in civic activities; the third sector, the social economy, including a wide range of community, voluntary and not-for-profit activities.
