During this stage, I gathered information through extensive on-the-ground observation and interviews from a single set of villages over a six-month period. During this period, I was based in Xiamen, a coastal city in Fujian province, and repeatedly visited four villages in the area almost every week (as well as villages in other parts of Fujian on an itinerant basis) to observe community interactions and village politics and interview villagers and ofﬁcials. Through these visits, I discovered a wealth of different social groups and institutions that often dominated village life.

Similar principles applied to counties that fund roads connecting township seats to the county seat, county hospitals, and senior secondary education as well as various other countywide services.
